The Charles Frank Music Education Fund was created in 2017 to enhance music education at Lakeland Community College and to promote music education and music appreciation for students of all ages in Lake County.

Charles M. Frank retired from the faculty at Lakeland Community College where he served as professor of music and department coordinator for 16 years. Prior to his tenure at Lakeland, he taught for 13 years in the Wickliffe City Schools, where he developed outstanding marching, concert and jazz bands that received state and national recognition. Mr. Frank has served as an Ohio Music Education Association adjudicator as well as a guest conductor and clinician throughout Ohio and taught for several summers at Blue Lake Fine Arts Camp in Michigan. He was the executive director of the Fine Arts Association in Willoughby from 1987-1998. Mr. Frank was responsible for organizing the Lakeland Jazz Festival in 1973 and the Lakeland Summer Music Camp in 1979. He founded the Lakeland Civic Band and served as conductor and music director for 40 years. Mr. Frank received the Lakeland Community College Distinguished Service Award for a member of the community at Lakeland's commencement on May 10, 2008.

The purpose of the fund is intended to be flexible, so that it can support a wide variety of music education and music appreciation opportunities for Lakeland students and for the community. Activities that may be supported include, but are not limited, to:

• Scholarships: Scholarships for students studying music at Lakeland Community College and/or the Fine Arts Association in Willoughby. Students must be enrolled in a music or music appreciation course. Preference may be given to students indicating a major in music or the arts.
• Civic Music: Lakeland’s Civic Music groups (Band, Chorus, Flute Choir, Jazz Impact, Jazz Orchestra, Orchestra)
• Jazz Festival: The annual Lakeland Jazz Festival.
• Cleveland Orchestra Attendance: Opportunities for Lakeland students to attend Cleveland Orchestra concerts.
• Other Performances: Musical performances at Lakeland for the community.
